Some exceptions are Maruki (who leaves near the end of the first year) and Yoshida (who only hangs out with you on Sundays). The vast majority of Confidants in Persona 5 Royal are available throughout the game. Later on you can take the seeds to Jose in Mementos for a sweet little upgrade!
